Functional Committees (3rd Term)Terms of Reference (3rd Term)
(1) Arts & Culture(i) Bring arts to the heartlands and cultivate an appreciation of the arts among the community

(ii) Facilitate capability building of local artists and arts groups

(iii) Promote racial harmony through participation in multi-cultural activities and cultural exchange.
(2) Community Safety and Security(i) Promote community resilience and strengthen social response in times of crisis.

(ii) Facilitate capability development of partners in promoting good values of neighbourliness and Emergency Preparedness.

(iii) Enhance racial harmony and strengthen community bonding through engagement of community and corporate partners
(3) Corporate & Community Relations(i) Forge mutually beneficial partnerships between the People, Public and Private (3P) sectors towards community bonding.

(ii) Initiate and develop platforms among the 3P sectors to create a sense of community ownership among them through their involvement in community interests and job facilitation.
4) Community Service

(i) Nurture a caring and sharing environment to help the disadvantaged

(ii) Network with and facilitate capability development of Voluntary Welfare Organisations (VWOs)

(iii) Promote volunteerism and active citizenry through community service
(5) Environment & Health

(i) Environment Sub-Committee
(ii) Public Health & Hygiene Sub-Committee
(i) Promote awareness of and sense of responsibility for the environment and the natural heritage


(ii) Initiate and develop greater community participation to enhance environmental, public health and hygiene

(iii) Promote community health care and healthy lifestyles among the residents
(6) Family(i) Promote family and intergenerational bonding to strengthen the family as the core unit of society

(ii) Network with and facilitate capability development of community partners to support them in their family bonding efforts
(7) Finance(i) Independent audit and review of the Council’s financial procedures and internal controls.

(ii) Oversee the financial management and budget allocation of the Council
(8) Publicity & Publications(i) Raise public awareness and profile of the South West CDC through publicity channels such as the newsletter and website.

(ii) Increase the brand equity of the South West CDC.
(9) Youth

(i) Educational Institution Relations Sub-Committee
(ii) Think Tank Sub-Committee
(iii) Youth Involvement Sub-Committee
(i) Provide avenues to engage youth and reflect their aspirations

(ii) Facilitate capability development and active involvement of youth and youth groups

(iii) Develop meaningful collaborations with educational institutions and other community agencies
